Jaques Reifman, Ph.D., is a Department of Defense (DoD) Senior Research Scientist and a member of DoD’s Civilian Senior Executive corps. He serves as the Director of the DoD Biotechnology High Performance Computing Software Applications Institute, which he created to leverage the use of computation, including predictive analytics, AI and machine learning, bioinformatics, and systems biology, in support of DoD’s basic and applied research efforts. He establishes multi-institutional, interdisciplinary research teams and leads them to develop solutions to optimize and enhance Warfighter performance, as well as to prevent, diagnose, and treat military-relevant injuries and diseases. One of his most impactful works was the establishment of personalized prediction models that help reduce the risk of non-battle injuries and enhance Warfighter performance.
Prior to coming to the Army in 2001, Dr. Reifman was a Section Manager at the U.S. Department of Energy’s Argonne National Laboratory, where he conducted and led basic and applied research in computational methods, AI, advance control algorithms, and statistical pattern recognition.
Dr. Reifman received his Ph.D. in Nuclear Engineering from the University of Michigan, Ann Arbor. He has authored more than 300 peer-reviewed technical articles, holds 13 U.S. patents, and has licensed two AI software applications. He serves on multiple review and advisory boards, including NASA, CDC, and DARPA, and is an Associate Editor of the journal BMC Bioinformatics. He is the recipient of the Mark Mills Award, R&D 100 Award, Arthur S. Flemming Award, two Presidential Rank Awards from President Obama, Army R&D Achievement Award, Superior Civilian Service Award, and was elected to the Order of Military Medical Merit. In 2016, Dr. Reifman and the APPRAISE Team received the prestigious Samuel J. Heyman Service to America Medal (“Sammies”) for Science and Environment. The AI-enabled APPRAISE is the only software cleared by the U.S. FDA for triage of trauma casualties for hemorrhage risk, the leading cause of preventable death on the battlefield.
